“Ameria” CJSC proposes to reform rural communities In 2008 “Ameria” CJSC was awarded a contract on “Study of labor force in rural communities” as a winner of the contest announced by the RA State Employment Service. The project was aimed to assess the most effective and targeted application of labor force in rural areas valuing the importance of rural communities in social-economic development of Armenia. The purpose of the research was to identify the problems of rural communities, in particular the employment rate and needs of labor force, outlook for launching small and medium business, development of economy and creating jobs not only in agribusiness but also in other economic sectors in marzes. 15 rural communities in 8 marzes of RA were surveyed, including: Aragatsotn, Ararat, Armavir, Gegharkunik, Lori, Shirak, Syunik and Tavush. To have a clear view on the position of different social strata, the survey covered 12 communities with comparatively low and 3 with comparatively high standards of living. The latter included Baghramyan (Armavir Marz), Ohanavan (Aragatsotn Marz) and Mkhchyan (Ararat Marz) communities. Employers, managers of educational institutions and members of boards of governors were also surveyed. Based on the findings of the research the Ameria specialists carried out a thorough analysis, draw conclusions and extended target recommendations on legislative and social-economic reforms that aim to promote the economy in rural communities, solve the employment issue and ensure targeted and effective application of labor force. The research was summed up in an extended report discussed during a presentation at the Armenia Mariott Hotel. The presentation was attended by officials from the UN, USAID, ministries of economy, agriculture, regional governance, labor and social issues, education and science, national security, statistics services, National Center for Development of Professional Education and Training, as well as experts from Sweden and representatives of other counterparts.
